BUDGET 2022: Expenditure management proposals

• The Annual Warrant for State Bodies given by the Finance Minister after the Appropriation Bill is passed will be issued quarterly.

• Encourage people to save their earnings.
• Business Focus and Financial Discipline on State Bodies and implement a Strategic Program to achieve success.
• Under-Utilized Assets of State Bodies to be converted to a state that they can be utilized.
• The construction of New Offices will be suspended for a period of 2 years.
• Fuel Allowance for Ministers and State Officials to be cut down by 5 litres per month.
• Expenses allocated for electricity are to be reduced by 10% for state bodies in order to encourage the use of renewable energy.
• Members of Parliament must remain a MP for at least 10 years to be eligible for a monthly pension in future. According to current provisions, MPs eligible for a monthly pension after a five-year term.

• There needs to be a new salary structure for the State Sector, aimed to increase productivity.
• The retirement age in the Public Sector will be increased to 65.
• Samurdhi Banks will be restructured and will be converted to a One-Stop-Shop.

• Special Commodity Tax: The Special Commodity Tax proposed by the 2021 Budget, will apply to goods and services from 2022 January.
